The Corporate HSE Compliance Manager is responsible for leading the development and implementation of HSE management systems and programs overall administration of safety for all projects to maintain a safe and healthy work environment for all Bernhard employees. This position will work closely with operations and executive management to align HSE functions within the organization.
Specific responsibilities include:
• Serve as the Corporate point of reference for all HSE operations at Bernhard. This is to include compliance topics within CFR Title 29 & as well as Title 40 where applicable.
• Develops, manages, and maintains Corporate HSE programs and their implementation within each Bernhard Division. This includes KPIs, Policies and Procedures, Training, and Communications.
• Manages the HSE quality control process for Bernhard procedural requirements.
• Interfaces with both Safety and Operational personnel to ensure consistent application of HSE expectations.
• Maintains broad knowledge of local, state, and federal regulations and familiarity with relevant environmental laws.
• Receives complaints and reports on safety concerns and oversees the proper, documented investigations by field personnel.
• Secondary point of contact for all workplace injuries, accident investigations and near-misses.
• As necessary, visit construction sites or offices to ensure implementation of the HSE policies and procedures.
• Liaise with agencies as a company representative (OSHA, USACE, Fire Marshal, etc.).
• Review operational pre-construction processes (estimating, planning, etc.) to ensure adequate HSE involvement.
• Represent the company in meetings with government bodies and other agencies on matters regarding workplace health and safety.
• Keeps abreast of updates for safety or legal regulations on workplace safety and environmental issues.
• Ensures the documentation for each accident and incident is consistent and maintained.
• Is competent in auditing both on-site safety behaviors / practices and global safety processes / systems.
• Skilled in the creation of formal reporting to senior leadership including field audit results, quarterly status reports, & strategic planning presentations.
This position is Full-Time, Exempt, and reports to the Vice President of HSE.
Required Education, Experience, and Qualifications
• Bachelor’s degree in Occupational Health and Safety or a related technical field.
• Proven record of establishing programs and delivering significant continuous performance improvements.
• Must have a working understanding of regulations (OSHA, EPA, etc.), with extensive experience in the development, maintenance and implementation of HSE systems.
• Knowledgeable in the fundamentals of safety management, risk assessments and reduction, industrial hygiene, loss prevention, ergonomics and occupational health.
• Must have strong leadership, presentation, and influencing skills, with the ability to be persuasive and credible across multiple organizational levels and cultures resulting in improved HSE performance.
• Ability to solve complex problems and deal with a variety of variables while meeting quality, timeliness and cost requirements. Ability to work with mathematical concepts and statistical inference.
• Effective verbal and written communication skills.
• Detail-oriented and willing to tackle various ongoing projects in a fast-paced environment.
• Versed in the industry and the Company’s competitors.
• Ability to multitask and perform duties outside of the scope of work when necessary.
Preferred Education, Experience, and Qualifications
• 5+ years of previous experience with similar organizations
• Degree from an accredited university; Certification as a Safety Professional (BCSP) preferred
Travel Requirements
• 5-10% of time will be spent traveling to job site(s)/office locations.
Physical/Work Environment Requirements
• Prolonged periods of sitting at a desk and working on a computer.
• Climbing stairs.
• Remaining in a stationary position, often kneeling, standing or sitting for prolonged periods.
• Repeating motions that may include the wrists, hands and/or fingers.
• Quiet environment.
• Light work that includes adjusting and/or moving objects up to 20 pounds.
